In contrast with the cyclic and concentrated movement of the Argentinean economy in the nineties, it showed a dynamic growth during the period 2003-2007, with rates of growth above 7% per year. However, the national product has begun to face a slow-down period as a result of the international crisis, whose consequences over employment and the production cannot still be estimated.

In spite of the recent expansion of the microfinances, unlike other countries, the Mexican government has not been at least able to create a legal frame that respects and foments the different existing legal figures, much less to design a public policy for the sector of the social economy.

The paper tries to give answer to the following questions: - Why is necessary a public policy of social economy? - What must contain that policy to impel to the sector and to obtain effects and impacts in the needed population more? - Who must formulate that policy?

In view of the scenario of deep transformations in the labour market, intensified by the current financial crisis and its repercussions, the importance of government measures aimed at generating employment and income can be seen and the practices of Solidary Economics (SOEC) are shown to be an interesting alternative to address this issue. These practices are intended to build solidary economic enterprises which allow workers excluded from the labour market to generate income.
