The governments and other institutions of a nation, in your scale of priorities, generally establish as essential aim, to raise the quality levels of life of the population in general. In this context, the complexity of the social problems and situations of poverty, they need at present of a new style of decision and governments more participative, together with the increasing acceptance of criteria on the environment united to new social and economic actors, that they help to increase the number of alternatives used inside the public policies to define problems, goals and community solutions, and for a democracy increasingly participative in that the groups organized of the community are jointly responsible of the public management. In the in force Law of the Communal Councils in the Venezuelan legislation from 2006, it establishes that the COMMUNAL COUNCILS are instances of participation, joint and integration between diverse community organizations, social groups and the citizens, who allow to the organized people to exercise directly the management of the public policies and projects orientated to answering the needs and aspirations of the communities in the construction of a society of equity and social justice.

Likewise they work as managers and economic - financial managers of activities of the resources from the State to improve the quality of life of the local population, it across the COMMUNAL BANKS. The present paper describes the evolution of the cooperative Venezuelan movement up to the current importance, where the combat is described against the underdevelopment and the poverty, across the action and impulse of mike jointventures productive community.
