The use of the concept of share capital goes back to the role of the communities in the satisfaction of social needs of the individuals. Coleman (1980) extended the concept considering the share capital as “a variety of different entities with two elements jointly: they all consist of some aspect of social structures and facilitate certain action of the actors - already it is a question of persons or corporate actors - inside the structure”. Putnam (1993) defines the share capital as the “characteristics of the social, such organizations as confidence, procedure and networks, which can improve the efficiency of the society facilitating coordinated actions”. Likewise, the intervention of the State turns out to be decisive in the process of economic and social development of every nation, exercising his action with public policies capable of solving the problematic ones raised in every area of action, in this frame, in April, 2006, in Venezuela there is born the “Law of Communal Councils “, which give life to organizations of popular base for the resolution of your proper problems and improve your quality of life across the proactive participation of the population, with joint and integration between the diverse community organizations, social groups and the citizens who shape and do life in a certain community, “being constituted in a way that allows to the organized people to assume directly the management of the policies and projects orientated to answering to the needs and aspirations of the community in the construction of a society of equity and social justice”. In the present paper one presents the preliminary results (product of an research that this in process) on the determination of the degree of the share capital of these popular organizations with organizations of the Venezuelan condition to local, regional and national level, which it was allowing them in a real, veracious, effective and efficient way, the resolution of your essential problems to improve your quality of life and social development.
