The recent development of the European Framework of Qualifications, with specific dates in 2010 and 2011 for the coordination and progressive integration of national qualification systems in Europe, has promoted a field for the development of social innovation, both at the national and the regional level. The paper examines the Spanish experience since 2002, when it was passed the Law of Qualifications and Vocational Training, studying how regional governments have reacted to these new developments and produce new institutions and legislative bodies in order to facilitate this new active policies tool.The role of trade unions and entrepreneur organizations in this process will be also analized in terms of social dialogue, comparing experiences and developments at the regional level. The last part of the paper will be focused on the future scenario for the new organization that has been created and its impact on social innovation.
