In spite of the recent expansion of the microfinances, unlike other countries, the Mexican government has not been at least able to create a legal frame that respects and foments the different existing legal figures, much less to design a public policy for the sector of the social economy.
The paper tries to give answer to the following questions: - Why is necessary a public policy of social economy? - What must contain that policy to impel to the sector and to obtain effects and impacts in the needed population more? - Who must formulate that policy? - How must be formulated that policy? - When must be formulated that policy? - What needs the society of the microfinancial organizations? - What needs the society of the governments?
These questions are still more important in the context of the present economic crisis, but still more when in other countries of the region efforts exist to define a specific public policy for this sector.
